In a ticket for requesting the creation of an article, we need the technical sheet which is not always attached to the creation of the ticket. So after creating the article, the ticket is put on waiting for customer until the file is attached. the rule i want to create is as soon as the datasheet is attached, a notification is sent to a user group called QHSE.

I would do something like this:
There's one small problem. I didn't find the way how to distinguish between addition and removal of the attachments, so your users will be notified in the both cases.
Instead of e-mail you can send Slack/Teams/Twilio message.
