Average Age Report - Exclude "To Do" and "On Hold" states?

Does the gadget, Average Age Report, exclude records that are in the "To Do" or "On Hold" state? 

I have several records that are in the "On Hold" state and believe that this is skewing the Average Age.  If a record is on hold or the to do state, then there is no activity or work being done on these records and should not be considered in the average age calculation.  When my supervisor sees our Average Age being reported she has concern that we are not responding and resolving issues reported by the users in a timely fashion.
