I have a weird issue.
I created a Jira service desk project (server 7.3) and when tested CC, i get the autofill when I start typing to select from jira users within the system (users that have an account). this is the expected behavior and works when I log as admin.
However, for a regular user with no admin permission the user picker (auto fill) option is not working and they have to specify the email address.
There is no CC in the service desk permission scheme so i don't know how this can be updated.

The ability to list users in Jira is actually controlled by the global permissions, and not the project specific permissions. Please see Managing global permissions. In this case, your non admin user group will likely need to be added to the 'Browser Users' permission in order to allow these other users to list and see all the other possible users here.

thank you for your response.
the global permission was set correctly. I found the source of the issue to be the customer permission. I did not allow customers to share with others therefore they could find them in CC.
I updated the Customer Permission like this:
Who can raise requests?
Customers who have an account on this JIRA site
Who can customers share requests with?
Any customer or organization, by searching in this project

I have the same problem but even this doesn't work.. I prepared user list which should be use as a list of managers who can approve absence...every employee can pick their manager but the problem is that no one but me (administrator) can see the list.
