Can't grant Browse User Global Permissions

I feel as though I'm missing something very simple, but documentation isn't providing me with a solution. 

I am modifying a workflow for the Service Request issue type.

I'm attempting to set a specific user as an assignee in a transition's post-action.  However, there are no names available at all to select. User is an Administrator and has "assignable" permissions.  My name also doesn't show up in that list.

I've reviewed the Global Permissions and I see that Administrators don't have "Browse User" permissions - but I also cannot add that group in the drop down below.

I'm sure there's a setting that needs to be switched - but I've successfully completed this post-action in another project

Sorry to see you are facing this problem.

Per your description, it seems the root cause of the problem is that you don't have the Browse User global permission, however, it's not clear why you are not being able to add the Administrators group to the Browse user permission.

Can you please provide us with more details on that? What error are you facing when trying to add the group with the global permission? If possible, provide us with a screenshot.

For now, I can think about three possible reasons:

  1. If you are not being able to find the Administrators group in the drop-down of the global permission page, it is possible that your user is not added with the mentioned group.
    In that case, I suggest you navigate to User management > Groups and add your user with the Administrators group, so you will be able to select it in the global permission's page.
  2. Check if you are not facing a browser problem. Try to use a different browser and in incognito mode to select the Administrators group with the Browse user global permission.
  3. Users without this Browse Users Global Permission are still able to add users to any user picker field by explicitly providing the exact username/groupname as the case may be, but will not have auto-suggest working for them. That being said, can you please check if you are able to manually type the user/groups in the assignee field? Also, check if you are able to do it in the drop-down of the Global permission page.
