I feel as though I'm missing something very simple, but documentation isn't providing me with a solution.
I am modifying a workflow for the Service Request issue type.
I'm attempting to set a specific user as an assignee in a transition's post-action. However, there are no names available at all to select. User is an Administrator and has "assignable" permissions. My name also doesn't show up in that list.
I've reviewed the Global Permissions and I see that Administrators don't have "Browse User" permissions - but I also cannot add that group in the drop down below.
I'm sure there's a setting that needs to be switched - but I've successfully completed this post-action in another project

Sorry to see you are facing this problem.
Per your description, it seems the root cause of the problem is that you don't have the Browse User global permission, however, it's not clear why you are not being able to add the Administrators group to the Browse user permission.
Can you please provide us with more details on that? What error are you facing when trying to add the group with the global permission? If possible, provide us with a screenshot.
