Cannot Create Next Gen Project (There is no option)

As stated, I don't see the option to create/try Next Gen project anywhere.  

Is there a global option?  Note that I am the Administrator so I should have access to everything.

I reached out to Support directly who had to manually enable this option for our instance.  FYI
