When it comes to Customer permissions in the portal, currently, it's not possible to allow them to only view tickets.
If a customer is added to a project, they will be able to create and view tickets, view articles (in case a knowledge base is linked to the project), comment on tickets, and so on.
There is a feature request suggesting the implementation of such ability:
