Customizing layout in JIRA Service Desk

I'm trying to add some customization by editing file /soy/cv-login-form.soy in package jira-servicedesk-application-3.4.1.obr/jira-servicedesk-3.4.1-REL-0015.jar. Somehow my changes don't propagate at all. Is there any caches that needs to be emptied? or tricks to make the changes effective?

Sofar, I have tried to:

  1. Restarting JIRA
  2. Clean away the plugin cache (JIRA_HOME/plugins/.osgi-plugins)
  3. Re-install obr application package through the web interface (../plugins/servlet/applications/versions-licenses)
