Certainly. Queues are simply filtered lists. So if your issues are assigned to agents then you could create queues by each agent as the Assignee. Now if your question is something else, e.g. how to assign to agents automatically please let me know.
My Question ist:
Is it possible that I (Jira-Administrator) can create, lets say 5 different default queues (like "closed issues", "reopened issues", ... ) and share/spread them to all agents?
