I got service request and incident request visible on my customer portal, however I need my service desk team (agents) to also raise change request and tasks.
I dont want my customer to see options of raising change requests and tasks.

You can definitely put validations on create transition, however that would still leave the request types as visible.
One way you could do it (I use it too) is via the add-on:
Extension for Jira Service Desk - one of the many functionalities is restriction of request types based on user groups.
