Enabling Captcha for customer portal

When going to the help article https://confluence.atlassian.com/adminjiraserver/enabling-public-signup-and-captcha-938847032.html and trying to follow the steps within the article, the article is out of date. It does not work with the version of Jira we are using. I would like to enable captcha on my customer portal sign up but am unable to find where this feature lies in the Jira system. I have administrative rights, so I am not sure where the disconnect is. Any help is appreciated.

I'm sure there's an inbuilt way of doing so in jira service desk unless there's a plug in.
