We have used 'Sends a customizable email to the selected recipients and with the given content' post function on 'Issue Created' event with JQL filter as status = "Payroll Initiated" but the we are not receiving the mail after issue creation through Jira service desk workflow .

That postfunction is not native to either Jira Cloud or Jira Server. As such I suspect this is being provided by a third party plugin in your system. If we can determine which plugin is providing that post function, it might help in regards to at least determining how to best direct this request for support.
If you are not sure which plugin is providing this function, please let us know if this is Jira Cloud or Jira Server and provide us with a list of the user plugins in your Jira site and I will try to help narrow down the possible plugins. You can do this by going to your JIRA URL + /plugins/servlet/upm
