Force comment collapsing

Is there a way to force comment collapsing so that only the latest comment is shown?

I've tried using "jira.comment.collapsing.minimum.hidden", setting it to 1, 0, 10 etc but nothing appears to affect an issue with 4 comments on it.

I ask because the new issue layout functionality regression, so you can't order comments newest first (i.e. newest at the top), is really annoying and confusing, so I was think a work around (until the functionality is restored) is to only show the latest comment.
