Formula fields & Bulk Updates

Question 1: we have a use case, where i am evaluating the use of JIRA Service Management for one of our new Projects. Basically, we have a few monetary fields that I can create as custom fields, and I need some to be formulated from other fields e.g. Netfare field = Fare field - Discount field.

What is the best way to have formula fields?

The reason we have such fields and that level of detail is for reporting for historical purposes.

Question 2: My next query which is related is around Bulk Updates.

I understand how we can do Bulk Updates via the "Advanced Issue Search", and i may be overcomplicating this here, but here goes it.

We have a use case where, related to the above formula fields, where part of the Decision process to Bulk Approve issues, is to first know what the collective SUM of a particular field.

e.g. 

i can only approve issues up to a sum of $10,000 per week.

i cant approve individually (unless i keep track of approvals every week) + the frequency of issues is too high to have someone in a senior position, have to approve hundreds of requests per week.

let me know your views on how best to approach this; as am very limited with my knowledge on JIRA and its add-ons around this area.
