Actually I’m unsure what happens but expect that any attempt to attach a file would fail. Whether you get a meaningful error message or not is the question. Are you approaching the limit? Can you test? You should be able to delete attachments to regain space but that is going to be a bit tedious. You might consider using external storage as an archive and just replace with a link.
