How do I determine JSD API limitations?

Users are asking for best practices related to how to safely interact with the API when it comes to creating a high volume of tickets in a small span of time, or creating single tickets with information on thousands of devices.  I am having a tough time finding any helpful documentation on this.

What limits should we watch out for (issue description, insight object attachments)?

Is there a standard formula we can apply based on our specs to determine API limits?
