If I create a security level issue how do i associate it with a specific issue that I have created in Jira Service Desk?

Once you configured your issue security scheme and levels for your project, a new field will be added in your Jira called "Security level", as mentioned in the documentation below:
Configuring issue-level security
You must make sure that field is added to your project screens to manually select which Security level you want to set to a specific issue in your project. These would be the exact steps:
P.S: You must have the Set Issue Security project permission to set the security level of any issues in a project. Confirm if you have this permission under Project settings > Permissions.
