If you want to contact a user, you can write a comment and tag the user in the comment using the @ sign.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
If a user is not a Jira user, then you would need either Jira Service Desk (customers do not use licenses in JSD), or give Browse Projects permission to the Anyone group or export issues to a csv file and send the file to the user.
