How to convert custom select list to text field in Jira based on some condition

You cannot change field type what you could do is this:

1. create the new text field
2. run a query for one value of the current single select field
3. Use bulk edit to set the new text filed to the single select value
4. repeat 2-3 for each value

yep scriptrunner can be your friend here. I should have indicated no means of doing so OOTB.
