I know we can configure Service Desk projects to represent SLA information important to our processes (see here). Is there any way to do something similar for projects that are not in Service Desk (Jira Cloud, specifically).

You can also do this using Jira Filters and Filter Subscriptions (read the "Subscribe to search results" section) without using 3rd party Apps. Once you create a Saved Filter that displays content that would violate your SLA, you can subscribe to that filter and you will be spammed when there are issues that show up in the results. You will not be spammed if there are no results. You can also create a Jira Dashboard from these saved filters, embed them in Confluence pages, etc.
This is the way we used to do this for clients before Jira Service Desk came along.

This is a specific function of Service Desk that is not part of Software projects. You could do a report for "Time in Status" that would be similar but without a 3rd party addon you wont be able to show an SLA in Non service desk projects
