If I click on "Customers" in the left navigation bar and search for a customer's name, I can only find non-agents. Agents don't appear in the list but sometimes they are customers too so we need them to appear there.
How do I get them to appear on the list so that agents can see all the tickets belonging to other agents?
Also, if I remove an agent from the project, their name suddenly appears in the Customer list for that project.

According to Atlassian documentation, so I believe that's the reason
"Customers are users submitting requests in Jira Service Desk who are free and unlimited. They are essentially any user in Jira Service Desk who is not an agent."
To see other agents issues, you can create a filter share it with other agents, and then create a board or use filer results in the gadget on your dashboard.
I would recommend a kanban board, there you can add quick filters to sort on the agent or whatever you want as long as it can be matched using JQL.
