I want any account to not be shown in forms, pick lists, sharing or other, by agents or consumers. Can anyone please guide me on this?

Go to Admin -> Global permissions and remove all groups from the right to "browse users".  People will then need to know the user that they want to select in assignee, reporter, pick lists etc.
