Hello,
is it possible to create reports that show the issues and also displays the fields and values in csv format?
The graph reports is not what I need. we have new users and exiting users so we'd like to create reports that show who started and who left, dates, location etc

Have I understood you right: you want to find the way to show external users report of the activity with Jira issues?
To the list of solution listed before consider add-on Issue History. It will show you all changes that were with all issues field. Also, you can export the data you need and share it with anyone you will need.

So the reporting function only shows graphs so I created a filter as suggested by Jack. This way I can display the fields I want in the columns and then I was able to set a time and date to have these sent out automatically to users.

I would suggest to use the integration with Google Sheet or Excel to do so

Its very flexible in my point of view, because you can show most of the customfields you have, and various systems fields.
I use to provide more information about SLA, most demanding time of the day, and so on.
I could not find the information for Excel, but you can have the app from Microsoft Market Place, and install.
Similar function to GOogle sheet, and the same interface. It does the job for me.

You can run the filter and export the results to CSV using the Export icon. You can also consider an addon like easyBI or similar.
