I have an request issue in service desk, and I want different options in the drop down under priority. How do I change the options?

if you are an admin...
Jira settings > Issues > Priorities
Note:
It's pretty much the same for server.
In addition, you have the option to specify on project level (under project settings, priorities) what priorities are available.
You might have to create a new priority scheme first, pick the relevant priorities and assign it to your project.
