When I use the following link, it does not set the customer request type. It shows No Match when viewing the issue.

Do I have a syntax problem or is this something that can't be done?

Thanks so much for your question.
Firstly I notice that you are not encoding the '/' in the customfield id value, try changing this to %2F and see how you go.

If you are still having trouble once you have corrected the encoding please let me know.
An alternative to this is to provide a direct link to the customer portal create request type page.
For example /servicedesk/customer/portal/177/create/1523
