Is it technically possible to tweak Jira SD in such a way that common service desk users (role Service Desk Team) are able to create, edit and save custom queues, filters and reports?
My team is composed of highly advanced users (think on veteran sysadmins and scientists) and I think it would be a plus to allow them to use these options without having to give admin rights to everybody.
We are right now running a pilot with Jira SD and I would like to have an idea if this would be easy to implement.

you will need to make them either a Product Admin or a System Admin. I expect you are looking at the product solution to restrict system level permissions. Go to project > permissions and check the Admin project permission.
