I would like to get aggregate charts and reporting accross all service desks and not just on a service desk by service desk basis.

I would recommend using a third-party tool such as All-In-One reports to do this.
Out of the box, Atlassian reporting is very basic. With AIO, I'm able to report on volume, work logs, etc for multiple projects through one report.
