We are using Jira Service Desk cloud and we are wondering if there is any way to create a personalized portal for some customers so they don't have to insert every single time that they want to open a ticket the prerequisite fields that we have (e.g. environment and system info etc.), to see previous tickets that one of their colleagues has upload, etc?

I should have asked this earlier, are your users using the same service desk? If so, they don't need their own service desk project and I don't see a way you can customize for each user.
You can only customize the project itself and not for a single individual.
