JIRA SD 4.8.0 Startup taking too long after Upgrade

We upgraded JIRA SD to 4.8.0 and now it's taking too long to start.
We have also disabled automatic indexing during startup.

I tried to set this value in jira-config properties and restart but no luck

jira.advanced.audit.log.migration.limit=10

 

Below logs are repeating & instance has not started

Can you confirm that you have enough resources on your instance for its size?  https://confluence.atlassian.com/adminjiraserver/jira-applications-installation-requirements-938846826.html

Depending on the number of apps you have installed may require additional CPU or RAM to start.
