JSD Portal "raise this request" field

Hi!

I would like to ask a question regarding the field "raise this request on behalf of" in the request form. 

This field is only displayed to these users, who are having some kind of permission on the specific project. For others, this field is hidden for some reason.

I would like to know how or what settings I have to change so everyone who have JIRA user account and do not have permissions in that project can also see this field and can change this field value?

This will only be available for Agents of the project.
