"allow logged in users (or even anonymous users) to comment on knowledge base articles."

Where can i find the option to allow anonymous users to comment articles?

You need to check that you have anonymous access enabled in your instance. Paste this at the end of your base URL

admin/permissions/globalpermissions.action

Then you can add it to the space permissions that you want to make public and the permissions accordingly.
