In our current Jira project we have standard tasks and subtasks, I have verified that service desk users can only see tasks but not subtasks.
Is there a possibility that service desk users have access to subtasks?

Customers do not have any access to issues or sub-tasks, they see only Requests (which are a customer focussed front-end to issues). Requests do not have any break-down functions, there's no sub-request thing.
Jira users, whether Agents or just users, get to see everything in a project, irrespective of issue type.
Do not mix up requests and issues, they are entwined, but they are different things.
Service desks agents are able to use sub-tasks, customers will never be able to see them, since they are not Customer Requests.
You should add the sub-task issue type to your Service Desk issue type scheme

Once Main task is created only , you will be able to see sub-task creation option .
Under Main Task -->More -->Create Subtask
