Jira email notifications when multiple people was on copy

Hello

I have a questions about how jira email notifications works. 
For example, i have created issue using email, and there were people on copy in this email. It it possible to force jira make only one email notification if somebody add comments to the issue, but keep all people on copy, as in initial email?

Hello @Evgeniy ,

Jira service Desk has two separate mail handling processes, One for internal communications for agents and internal users and the other for customer facing actions.  A full detailed breakdown on how the service desk notifications can be see in the KB:

When someone is added as a CC from an incoming e-mail they are automatically added as a Request participant on the request and they receive an email informing them of this event as well as a notification on all following customer facing events. 

However, the outgoing email will be sent to each user individually that is listed as either a participant, agent, or reporter via the external notifications, or to all users defined in the notification scheme for internal communications as defined in the KB above.  The Email cannot be combined into a single outgoing request with the list populated as a CC list.

But it seems really strange - it should be configurable and be up to user.
