Is there a way to make a Project with a list interface, like the Service Desk Queues?
I prefer the Queue setup, but I can't find a way to set up a project like that without making it a Service Desk, which then means we have unnecessary requester/customer elements.
Any thoughts would be appreciated.

Jira Software/Core doesn't have queue functionality out of the box, but you could create a dashboard to obtain similar functionality. Queues are just issues grouped by filter, just like the Filter Results gadget. Cheers.
