We are setting up our Jira Service Desk instance ("Server" version, Starter License) and we noted that the multilingual support for our german customers is partial...
Many string are correctly translated into german language and we can translate statuses, priorities, resolutions,.. that's all very nice but... many others strings are not translated and, in our opinion, the net final effect on customer is not so nice.
For example:
- the Help Center announcement
- the login announcement
- the portal introduction text
- the projects name
- the requests name and description
- the fields name and description
- the transitions name
Is this a "Starter License"'s limitation?
If not, how can we offer a nice and comfortable experience to our german customers?

In case of server version you can't do a lot... The only solution is to use app: Translation for Jira Service Desk, which allows you to translate all parts which you listed.
