I'm looking for a solution that prevents my users to add "new users" as a reporter or create new labels while creating a new ticket.
For both fields I've added some default answers that should be picked from a dropdown. Nevertheless they are able to create new entries using their keybords...
I did not find something during my search yet. Maybe some of your understands my problem and does have answers.

The basic permissions for Jira Service Desk agents allows them to add labels to requests and add users to organisations. This is not a bad thing when one needs to delegate the most common tasks.
If you don't want your users to do it, then educate them why you don't want them doing it. Put a process plan together and make this an important point.
It is possible though to auto-populate the labels on a request/issue type, so that when a request arrives in the All Open Requests queue, the field is already filled in. Again education is key to let your team know that only those labels are valid and not their own.
