Is there any way to display the descriptions of the priorities on the create ticket screen?

what you could do, is entering a field help description when editing the request type:
You could even create a page somewhere giving more support for your customers on how to create a ticket.

Not sure I understand your question "Description of the priorities"? if your ask is adding a priorities filed in jira create screen.. follow steps
Priorities is a system field, you just need to go create issue screen and add the field.
If you're a admin follow the steps below else ask jira admin to do so:
Go to project -> project settings ->Screens -> Create Issue -> Select the screen -> on the bottom of page under field name - add "Priorities" and click Add..
