It looks as though I have to allow public users to be able to create an account on service desk in order to allow public users (not logged in) to create tickets.
Is there a way to allow non-logged in users to create submit tickets to my support queue without allowing them to create accounts? I don't want to be billed for public users.

Alowing users to create an account is a different thing than being billed for them. They will be treated as Service Desk Customers and as such, they do not count against you Service Desk license (only Service Desk agents do).
