This is a new server, clean Ubuntu 16.4 server. Installed LAMP and all.
Next, download atlassian-servicedesk-3.11.0-x64.bin and install it.
All is well, I just can not create an SD project.
What to do?
I can't reinstall JSD from web-interface - where is no admin panel.

I think you came across a known JSD bug, which prevents service desk type projects from being created if the default language is set to Russian. Check this ticket for more details.
The workaround is to change you default language to English, create a project, and then change it back to Russian. It's rather annoying I know, but we're stuck with it untill Atlassian releases a fix.
Edit: You might wanna check this ticket as well. It seems that it's can also be related to your issue.
