Who is sent a Satisfaction Survey when an issue is resolved? Is it the Reporter and all Request Participants? or just the Reporter?

It says in the Project Settings>>Satisfaction Settings that "When you resolve a request, your customer will receive an email asking them to rate and comment on their experience."
So only the customer (reporter) is sent the satisfaction survey.
