Do I need to purchase a jira license for each of my clients who wishes to use the service desk portal?

I just realized i was watching the "Customers" page inside the service desk and confused it with the JIRA users list, that's what made me ask this question in the first place - I thought customers become users in Jira...

If your clients who is going to create only requests through portal means there is no need to purchase a seperate license for each.
Only the agents will be counted.
