Is there a way to set up an exchange email address for users to email to which are then added to the service desk?

You will need to have an exchange address with POP/IMAP allowed (JIRA does not support mail protocols other than POP/IMAP). Then, add the email account in SD Project Settings > Email Requests: https://confluence.atlassian.com/servicedeskcloud/receiving-requests-by-email-747602718.html
