I would like to enable the option for external customers to be able to share their cases with their team members - from the portal in JSM On-Prem. Right now I can not add any other users, groups or add an email address.

To enable case sharing for customers in JSM, you'll need to configure the customer permissions in your project settings. Here's how you can do it:
Navigate to Project Settings > Customer Permissions > Configure sharing options > Save changes.
