We have started providing support to the German client, So we want to translate our customer portal into the German language including all the custom fields. In short everything for them in the German language. The user may have a choice to slect language between English and German.
Is there any services provided by JIRA or any add-ons are present which can be used for this?

Installing a language pack manually
The easiest way to install a language pack is by uploading the file in UPM (Universal Plugin Manager).
Language packs are usually distributed as JAR or OBR files.
To install a language pack:
Go to settings > Manage apps.
Choose Upload App then browse to find the language pack file you downloaded.
Choose Upload.
Check the list of user-installed plugins to ensure that the add-on is available.
Once installed, you can then change the site language (or let users set this new language in their profile).

As far as I'm aware, you have to always translate your custom fields yourself. There's no option for automatic translation. In order to translate all the custom fields' names you can possibly come up with, there should be something like Google Translate integration. And it does not guarantee you the correct translation. In other words, there's no reason to try to translate everything you could write. System fields/information - ok, this is fixed, beyond it - no.

most of the custom fields still show in English.
