If I install the Team Viewer Add-In does it show up for all Projects

Or one it is installed can I just add it to specific Projects

welcome to Atlassian Community!

As a default when an App is installed it is available to all Jira projects you created.

Some Apps can be restricted to a subset of your Jira projects - but this is something the App vendor (the programmer of the App) decides.

I'd recommend you to see the App vendor if there is some restriction to special projects possible or at least on the roadmap.
