The Benefit of Jira Service Desk (JSD) is that people can create issues via a customer portal without having an account in JSD.
Question:
How will access to the portal be prvented to those, who are not part of company?
Is it possible to allow certain ip-ranges only?

Only paid users (internal) who have access to your atlassian domain will have access to the Portal.
The other option "Customers my team adds to the project" means your agents will have to physically invite them by adding their email addresses to the Organisation under Customers.
You could leave it on that option as well, and simply not invite your customers to the portal.

No, you do not pay for customers invited by agents. Customers are free to use your portal.
