We would like to know if it is possible to show a specific list of issues to servicedesk customers, who are reported by a specific group of creators. We have several employees who have a steering role in the company and can create incidents with their customer account in Jira. We would like to make an overview where they can see which incidents are already reporterd by their colleagues. The only option I could find is to create a filter and then create a board in another project. But to be able to see the incidents, the customer account they have isn't enough.

Have you considered the Organizations feature in Jira Service Desk? Requests in Service Desk can be made visible to all members of an organization (in this case, your steering committee members). They could then browse through the organization-visible requests in the customer portal in the same fashion they can see their own requests.
In the customer portal, the requests drop-down will allow you to see all the requests shared with the organization:
The organizations also appear as a search filter in the issue list in the portal:
The search list here gives you a stable URL that you can share out to get the list in front of other members of the organization, without them having to click on anything inside the customer portal.
