I have three separate Service Desk projects that share the same Permission Scheme. All three projects have different sets of users and various fields/requirements/workflow.
Sometimes, agents from one SD project will need to create a linked issue in one of the other projects - but they shouldn't be able to have access to see all of the issues in that other project.

However, this still doesn't work because JIRA Service Desk has overridden this permission. How can I go about trying to do what I want to do without giving all Agents access as "Service Desk Team" role to all 3 projects?

you can use https://marketplace.atlassian.com/plugins/com.herzum.jira.plugins.herzum-quick-linker/server/overview that has a specific capability to delegate issue creation to a specific user.

Thanks for the plugin option @Fabio Racobaldo _Herzum_, but I'm looking for a solution that works without a plug-in since we'll be transitioning to the Cloud in the future.
