I'd also like to be able to have many service desks available to corporate users, and one service desk exclusively available to the general public and for them to be able to submit requests/create their own user.
Do you think this is doable under a single instance?

We're using a SAML extension that also allows the customer portal to be used with SSO. As this is primarily a corporate helpdesk we want all company employees to create issues without having to log in first. So there is a forced SSO sign in.

I moved this question to a new thread because I saw that you are using Jira Server and the other thread that you added your question was related to Jira Cloud.
I've checked here with my teammates and there isn't a login free portal for Jira Server (Sorry about my previous response about anonymous access, I thought that your instance was Cloud).
The best option is to force an SSO login for JSD.

Only the customer portal will be available to anonymous people, not all your instance.
You don't need to let your portal completely open, you can set the option for them to create their own account and then access the portal and submit a request.
I mentioned this on the previous answer because you said that would like to have a portal to general public to submit requests/create their own user.
Internal users with SAML SSO authentication will be able to go to the same instance address and they will see all customer portals they have access to?
If an admin adds the internal users to many projects, yes, they will be able to access many customer portals.
Internal users that use SSO to log in will access the instance URL xxxxx.atlassian.net, because SAML is not applied to the customer portal URL.

So you’re saying that I can have my jira instance exposed to the outside world and an anonymous browser will see the one and only project enabled for anonymous access and they can enter a ticket without an account and one will be created on the fly as a new “customer”
AND

You can have one portal for each project and you can configure it to only people you add to the project, so it will be restricted to the users you choose.
The project that you want to have for the general public, will also be available for corporate users of other projects.
