Adding a Collaborator

I cannot see any option to add a collaborator, can someone help please?

Are you on Cloud or server? What you need to do is to either add a Group or a Role (there may be one already for this, e.g. Developers that you could use), add users to the Group or Role and then give the Group or Role the Browse and Comment permissions.
