Any way to restore a project from a support export schema file?

If everything was lost for our JIRA instance except for one JIRA support export schema file (project config dump) XML file. Is there any way to restore that project in a new JIRA instance?

What do you mean by "support export schema file (project config dump) XML file"?

Do you mean a standard "backup" xml file? Or some other type of export/dump/project/plugin-export thing?

I believe it is the XML file created when exporting a config to send to Atlassian support for help with troubleshooting.

I'm not exactly sure, but when I open it I see it has all my customers, organizations, custom fields, work flow, etc.
